China condemns Dutch move to copy US export rules
Previously split between Washington and The Hague, the Netherlands assumes control over export decisions concerning ASML’s entire line of DUV immersion equipment. Beijing is not amused.
The Chinese Ministry of Commerce has expressed “dissatisfaction” about the Dutch government’s decision to align export controls for semiconductor manufacturing equipment with those already enforced by the US. “In recent years, in order to maintain its global hegemony, the United States has continued to coerce certain countries to tighten export control measures for semiconductors and related equipment. China is resolutely opposed to this,” China’s Commerce Ministry said in a statement via Reuters.
The Netherlands’ Minister for Foreign Trade and Development Reinette Klever announced the change last Friday. Per the updated license requirement, effective 7 September, ASML will need to deal with the Dutch government to obtain permission to sell the Twinscan NXT:1970i en NXT:1980i DUV immersion scanners to Chinese customers. Previously, these models were subject only to restrictions unilaterally enforced by Washington. In effect, ASML can now once again send all its export license forms to the same address again – a Dutch one.
